DIRECTOR OF MONITORING AND EVALUATION

Background
The Community Health and Social Welfare Systems Strengthening (CHSS) Program is a five-year USAID funded cooperative agreement led by JSI Research & Training Institute, Inc. with partner World Education, Inc.  CHSSP’s goal is to build capacity of the Government of Tanzania’s health and social welfare structures at the community level to enable more accessible, higher quality health and social services for HIV affected and other vulnerable populations in targeted communities in Tanzania.

Job Summary
The Monitoring and Evaluation (M&E) Director will be a strategic thinker, who has experience in effectively managing M&E teams and functions for PEPFAR funded programs.  The M&E director will work closely with the CHSSP technical and communications teams to ensure that accurate data is used to track programmatic activities and support project communications.  Additionally, the M&E director will need to develop high level presentations for donors, Government Representatives, and implementing partners. This is a full-time, senior-level position be based in Dar es Salaam, Tanzania, with occasional travel to zonal CHSSP offices. The M&E Director will serve as a member of CHSSP’s senior management team, reporting directly to the Chief of Party. Primary responsibilities include designing, organizing and coordinating data collection and analysis, and interpreting and reporting on project results to USAID, the Government of Tanzania, and CHSS management and staff. The M&E Director is expected to provide decision-makers with accurate, practical and useful information (both quantitative and qualitative) in a consistent, timely, and cost-effective manner. Accurate and timely reporting on PEPFAR 3.0 priorities and indicators are a key function of the M&E Director’s role.

The M&E Director reports to the COP and supervises the Data Manager, M&E Coordinator and M&E Officer.

Responsibilities:
●    Develop and maintain a comprehensive data monitoring system that is responsive to the needs of the donor, the Government of Tanzania, and the CHSS project management and technical teams;
●    Use evidence from project M&E and other available data sources to provide strategic direction to the CHSS management  and technical teams (especially the COP and Technical Director);
●    Monitor the M&E indicators and prepare regular reports and presentations for the Chief of Party, senior management team, and for external audiences, including, but not limited to: quarterly, semi-annual and annual USAID and PEPFAR reports;
●    Effectively represent the CHSS project at high level meetings, such as those with the MOHCDGEC, PO-RALG, or USAID;
●    Provide leadership and guidance to the CHSS team on M&E-related PEPFAR 3.0 issues and ensure alignment of CHSS M&E framework with PEPFAR throughout the life of the project;
●    Train, supervise, and mentor staff to perform their appropriate M&E tasks;
●    Coordinate with the Communications Director to produce quality and timely communications materials for the Program
●    Serve as the focal point for M&E and liaise closely with other aspects and strategies of the program to ensure consistency in the M&E approach, and use of M&E data to inform project direction;
●    Communicate in a timely and effective manner with CHSS management and technical staff, JSI home office, and external stakeholders (including USAID, Government of Tanzania representatives, and other IPs).

Desired Qualifications:
●    Master’s Degree in Monitoring and Evaluation, Informatics, Demography, or any advanced degree in a related discipline;
●    Minimum of seven years of relevant experience in designing and implementing monitoring and evaluation of formal and informal health and social support systems;
●    Demonstrated experience in providing strategic leadership to senior managers based on available data;
●    Demonstrated understanding of PEPFAR 3.0 priorities, and the specifically the M&E and reporting requirements;
●    Excellent interpersonal, teamwork, leadership, supervisory, communications and mentoring skills;
●    Demonstrated experience in the design and implementation of rigorous qualitative and quantitative research and evaluation studies to IRB standards;
●    Demonstrated command of monitoring and evaluation focused on capacity building activities;
●    Demonstrated leadership working with other technical experts in M&E and research in the international community and at the host country level;
●    Ability to convey M&E results to non-technical stakeholders and generate interest in the use of M&E data/results for programmatic improvements;
●    Extensive knowledge of Microsoft Office specifically in Microsoft Word, Excel and Power Point;
●    Experience managing databases a strong asset;
●    Demonstrated skills in spoken and written English at ILR Level 4 or the equivalent and superb strong writing skills;
●    Experience in sub-Saharan Africa required, Tanzania experience preferred; and
●    Tanzanian national very strongly preferred.
