Job Purpose:

The Director General (Customs and Trade) will provide Strategic leadership in the process of developing, formulating, coordinating and facilitating implementation of Customs and Trade activities of the Community as stipulated in the EAC Treaty on matters related to development of EAC’s overall Development strategy and Corporate strategic plans and advise the Community on the policy issues of Customs and Trade.
Duties and Responsibilities:

    Coordinate, initiate, formulate, harmonise and administer the development and implementation of Customs and Trade strategies, policies, regulations/guidelines and programmes;
    Coordinate the development and ensure implementation of consolidated annual work/operational plans, policies and ensure complimentarily of synergies and cooperation within the Directorates under supervision that will meet the objectives and enhance goals of the Community;
    Consult and coordinate with the governments of Partner States and other institutions to ensure conformity and harmony with agreed policies and programmes and projects.
    Coordinate Implementation of Council Decisions and consolidate progress and annual reports on status of implementation of the Council Decisions/Directives related to Customs and Trade matters.
    Identify policy gaps, initiate and facilitate research and studies in priority programme areas for the sectors under the Director General’s supervision;
    Promote and coordinate joint implementation of strategies and programs under supervision to promote teamwork, enhance optimal utilization of resources, efficiency; build synergies, internal learning and co-operation; and minimize duplication of efforts within and between Directorates under the Office;
    Coordinate the budget preparation and presentation to the Community Council for approval;
    Provide leadership direction, managerial support and technical advice to the Directorates and staff under the Office;
    Facilitate and ensure timely preparation of annual work plans/reports, EAC performance evaluation/appraisal and feedback process on the performance of the Community in matters of Customs and Trade;
    Enhance a positive corporate culture and image of the E.AC;

Qualifications and Experience:

Masters Degree in Economics, International Trade, Management or equivalent degree from a recognized University/Institution.  Postgraduate training in Customs and Trade related matters will be necessary for this position.

Minimum 15 years in relevant field, 10 of which should be at Senior Management level.

    Initiate studies on how to strengthen the East African early warning system;
    Promote irrigation initiatives aimed at managing risk and reducing vulnerability; and

    Check records in the stores ledger data base to ensure that receipts and issues of consumables are properly entered;
    Handle postings into the ledger and extraction of trial balance and preparation of monthly accounts;
    Check monthly payroll of all the staff of the Secretariat and ensure that all deductions in terms of outstanding imprest, staff advances and loans are effected;
    Maintain appropriate ledgers and subsidiary ledgers. Verify and control data Journal entries, posting to the general ledger;
    Prepare monthly payrolls and ensure accuracy and timely distribution of cheques;  and
    Identify training needs for Accountants as well as Accounts Assistants of the Secretariat and prepare training programs based on the needs.
    Negotiate favourable bank commission rates and fixed deposit interest rates and recommend reputable banks where the Secretariat's accounts may be maintained;
    Prepare the semi-annual and the year end Financial Statements for the Secretariat, for the purpose of audit.
    Facilitate the audit of financial statement and provide advice, financial interpretation, adaptation and corrective actions in response to audits and other queries to ensure adherence to EAC Financial Rules and Regulations; implement the audit recommendations and directives of the Council and Assembly in this regard.

Qualifications and Experience:

Masters Degree in Finance, Accounting, Business Administration or an equivalent degree from a recognised University/Institution; plus professional accounting qualifications like ACCA, CPA, CFA or equivalent.

Job Purpose:

    Prepare monthly bank reconciliation statements of all the bank accounts of the Secretariat;

    Handle postings into the ledger and extraction of trial balance and preparation of monthly accounts;
    Check monthly payroll of all the staff of the Court and ensure that all deductions in terms of outstanding imprest, staff advances and loans are effected;
