An excitingopportunity exists for an exceptional conservation practitioner with proven experience in protected area and project management to lead the Frankfurt Zoological Society’s Serengeti Park Operations Project, Tanzania, which works to support Serengeti National Park management.

Serengeti National Park (SENAPA)
Serengeti National Park forms the core area of the Serengeti Ecosystem. At 14,763 km2, it comprises nearly half of the entire ecosystem.  FZS has been involved in the Serengeti for over 60 years and is the longest serving NGO in the ecosystem. Main challenges currently facing SENAPS include: Increased risk of elephant and rhino poaching tourism development, bushmeat poaching, livestock incursions and large infrastructure development.   The Project Leader position’s aim is to coordinate effectively the activities of the Society in Park. The key objective of his position is to provide support to SENAPA management in enhancing the security and monitoring within the park and the development of policies that promote responsible tourism. Reporting to the Tanzanian Country Director, the Serengeti Project Leader will ensure overall coordination of FZS activities within Serengeti National Park, with close liaison with FZS’ Serengeti Ecosystem Management Project

1. Purpose of the Job
Overall co-ordination and responsibility for FZS operations and budgets within the Serengeti National Park.The project supports the SENAPA management activities and operations, using funds from a variety of sources including private and public donors.

This is an advisory and project management role.

2. Operational Structure
The Project Leader will report to the FZS Country Director for Tanzania.
The Project Leader will manage a small team of technical and administrative staff, including theSerengeti Workshop project leader
The Project Leader will work closely with SENAPA management.

3. Core Outputs
Technical

  • Areas of cooperation and assistance identified with SENAPA and Tanzania National Parks (TANAPA) staff
  • FZS Serengeti Park Operations Project strategy effectiveness assessment: overall project strategy developed, priorities reviewed, considering best practice and innovative approaches for conservation activities.
  • Project purpose, outcomes, outputs and activities realised including those under FZS core, private donor and  KfW(German Government) funding.
  • Serengeti National park staff supported through provision of technical advice, mentoring and training where desired and necessary
  • Analysis of best and innovative practice in protected area tourism management, impact assessment and optimal finance generationProject impact, outcomes and activities monitored and evaluated through development and implementation of a project M&E plan


Partner Relations and Networking

  • Partnerships with Serengeti National Park, TANAPA and other key stakeholders built, maintained and effective and with good two-way information flow 
  • Project represented in meetings with other partners and stakeholders
  • Project and FZS visibility in SENAPA, Tanzania and elsewhere strengthened 
  • Project results and lessons learnt disseminated nationally and internationally. 
  • Strengthened networking, cooperation and learning between FZS projects


Project Management

  • Project legal status acquired/ maintained, in cooperation with the Tanzanian Country Director 
  • FZS recognised as an entity with a positive reputation as a conservation partner within SENAPA and TANAPA
  • Excellent and motivated project staff recruited, developed and retained 
  • Staff performance managed so that they carry out their duties to high standards, efficiently and as a team
  • Self and staff aware of FZS vision, mission, goals and the importance of conservation and the environment
  • FZS policies and regulations implemented by project staff
  • Proper, efficient and transparent use of project funds ensured and expenditure within agreed FZS and donor budgets and according to FZS Financial Policies and Procedures 
  • Project technical and financial plans and reports submitted as per FZS, donor and SENAPA/TANAPA requirements (e.g. quarterly, annual etc.)
  • FZS Vehicles, infrastructure and equipment procured and maintained, under responsibility of FZS Workshop Project Leader 


Fundraising and Donor Liaison

  • Liaison with private and bilateraldonors in close association with the Tanzanian Programme Grants Coordinator and Country Director 
  • Appropriate funding opportunities identified and applications prepared for the implementation project strategy, with support from the Tanzanian Programme Grants Coordinator.
  • Project-level public relations carried out with the support of the ARO Communications Manager 
  • ARO Communications Manager supported on ARO/HQ public relations activities


Qualifications and Experience - required (only applicants with these will be considered)

  • Significant knowledge in Protected Area Management with particular relevant experience in at least two developing African countries, with at least one in East Africa.
  • Significant knowledge of the tourism sector and tourism management and revenue generation in conservation areas
  • Strong experience in project and grant management, planning, budgeting and reporting 
  • MSc or relevant experience equivalent in a relevant conservation or natural resource management field
  • Ability and willingness to work and live in a remote area with basic social conditions.
  • Excellent communication skills in both written and oral English.


Qualifications and Experience – desired

  • Fluency in Kiswahili
  • East African citizen
  • 5-7 years experience as a warden with responsibility for all park operations or in a large conservation project management role.
  • Experience of law enforcement in protected areas
  • Project monitoring and evaluation experience
  • Private Pilots License

Terms of Employment:
A competitive salary is being offered on the FZS International scale and correspondingly on a Tanzanian scale. Benefits for both nationally and internationally appointed staff are similar and generally include emergency medical insurance, ~30 days leave, provision of housing, vehicle and a pension contribution. This full-time position will be based in Seronera in the Serengeti National Park, but will require regular travel to Arusha. An initial contract of two years will be offered, subject to successful probation, but a long term commitment is sought.
